Layoff Information for our Members
The Union has been made aware of layoff notices going out to our membership starting today. We understand that this language can be scary but it’s important to remember you have layoff rights that your Union has bargained.
It’s important to note that, whatever decision you make, you will need to notify HR in writing within 7 days of layoff notification what course of action you wish to take.
Per Contract Article 19, you have 3 choices to make:
19.4 Options of Employees Notified of Layoff. An employee who has received a notice of layoff must first choose one of the following options as more fully explained below:
(a) placement in a new position,
(b) placement on the preferential hire list, or
(c) severance pay and termination of employment.
Employees shall communicate their choice in writing to Human Resources (askhumanresources@ohsu.edu) within seven (7) days of receipt of the written layoff notice. An employee who fails to respond within seven (7) days of receipt of the hand-delivered written layoff notice will be terminated without recall rights or extended medical benefits.
Article 19.5 broadly outlines the process for placement and the options/order of operations.
It goes over placement within your unit, your department and the process for displacing less senior employees.
You can access the contract under the Resources tab on the Local 328 website to read the specific language.
The Union would encourage folks who have been notified of layoff to make any doctor appointments and fill any medications you may need. You may also still access your paid 24 hours of education and training through the CWE (Career/Workplace Enhancement Center), as outlined in article 22.1.1.
If you have specific questions or would like additional clarification, please feel free to reach out to your Unit Steward, your Local rep or you can contact the AFSCME Member Services Center:

Step 1: Make your decision based on your needs and the information above
Step 2: Notify HR within 7 day of layoff notification.
Your Union is here to help guide you through this uncertain time, so please don’t hesitate to reach out.
Solidarity!
