ULP Investigation Update
As announced in March, AFSCME Local 328 and OHSU reached a settlement on our union’s unfair labor practice complaints, which stemmed from management’s social-media trolling and other inappropriate behavior during bargaining in 2019. Details about the settlement can be found here.
A key part of that settlement is an independent investigation to determine if Local 328’s perception of anti-union bias within certain parts of OHSU is valid.
The investigation had been about to begin, and then COVID-19 happened. Around the time the stay-at-home orders began, OHSU requested that we take a pause to determine if holding face-to-face interviews would still be appropriate. Our union agreed to the pause. In the following weeks, it became clear that it would be difficult to conduct the investigation in person.
OHSU and AFSCME decided that proceeding in a virtual fashion would be more efficient and productive, and the investigator agreed this week. The framework for the virtual investigation is currently being developed. We expect it will begin in a few weeks, and will share more information over the course of the investigation.
