Bargaining Update: August 9

OHSU Counterproposals: The management team proposed the following today:

  • Article 2 Package

    • 2 Union Provisions: OHSU’s changes to our last proposal relate to requiring 24 hours’ notice when staff representatives plan to access OHSU’s facilities outside of scheduled meetings with the employer and clarifying when stewards and other union representatives may conduct activities at OHSU.

    • 5.37 Designated Union Representative: OHSU agreed to our update to this definition.

  • Remote-Work Package

    • 6.5 Work-Life Balance: OHSU agreed to our proposed language.

    • 6.UX2 Remote Work/MOU #3 Remote Work Committee: The employer continues to reject this proposed committee, but added language about notifying our union of proposed remote-work changes and acknowledged that OHSU has a bargaining obligation for certain remote-work changes.

    • 6.UX2.2 Out-of-State Remote Work: The employer continues to reject our proposal re: out-of-state work, but clarified that the original OHSU-wide draft policy about this has been scrapped; new plans are being worked on that will need to be bargained with us, but management doesn’t feel they can put specific language in the contract yet.

    • 6.UX2.3 Technology and Equipment: The management team explained that they don’t want to add specifics about what “standard” technology and equipment are, but during our discussions did seem amenable to posting this information on O2. OHSU agreed to allow employees to use paid time to drop off malfunctioning equipment or pick up new or repaired equipment.

    • 6.UX2.7 OHSU Work Space: Management rejected our proposal stating that remote-work arrangements would essentially be permanent, but clarified that since they removed the 28-day-recall language, there would be a bargaining obligation regarding changes.

  • MOU re: Exit Interviews: OHSU agreed to our opt-in concept and countered with clarifications to the language. The employer agreed to share anonymized responses with our union — we’ll need confirmation that only employees’ names — not key information such as demographics or departments — will be removed.

AFSCME Counterproposals: Our union’s team worked on proposals and supposal planning for next week and did not present any counterproposals today.

Tentative Agreements: We reached two tentative agreements today:

  • 12.4.3 Submission and Granting of Vacation and Holiday Time Off Requests

  • 24.3 Release Time

Reminder: Our next mediation session is 10 days from now; there’s unlikely to be any news about across-the-board wage increases until then.
