AFSCME Local 328 and OHSU Reach Settlement on ULP Complaints

We are pleased to announce that AFSCME Local 328 has reached a settlement agreement with OHSU to resolve our August 2019 unfair labor practice complaint stemming from management’s social-media trolling during bargaining, as well as two additional ULP complaints (links to which can be found here). In October 2019, AFSCME and OHSU met to attempt to mediate the ULPs, but at the end of the day, OHSU felt that an agreement couldn’t be reached. In late November 2019, after discussion with our union’s executive board, we asked the Oregon AFSCME attorney to discuss the possibility of remediating the ULP. In early December 2019, both sides agreed to attempt to exchange settlement offers through our respective attorneys. OHSU made its first settlement offer in late January. Since then, our union’s bargaining leadership team has been working with our attorney to develop a settlement that we felt would be in the best interest of our members. Our union’s hope in filing our ULP complaints was not to punish OHSU, but to get to the root of what we perceive to be an anti-union bias in HR. We’re very pleased that an independent investigation is included in this settlement agreement. We believe that the findings and any recommendations will ultimately help make OHSU a better place — not just for AFSCME-represented employees, but for everyone at OHSU. With this settlement, AFSCME Local 328 acknowledges that these matters have been resolved. We are working together with OHSU to create a collaborative relationship and are hopeful that our efforts will be successful.
